Nikolai Mikhailovich Dobrynin graduated from Kiev Institute of Civil Aviation Engineers, from Sverdlovsk Higher Party School, and from Tyumen State University, possessing diplomas in mechanical engineering and law.
His working career started in 1968, in the settlement of Beryozovo, Khanty- Mansi national region — the Yugra.
Initially, he worked as a technical supervisor in a gas-logging crew of Beryozovo gas-producing expedition, next dealt with completion of equipment, worked as a motorist and a mechanic at Beryozovo Airline. In 1975, elected as the first secretary of Beryozovo district party committee, in 1979 — that of Khanty-Mansi regional komsomol committee. In 1982, approved in charge of industry and transportation department of Khanty-Mansi regional party committee. In 1985, elected as the second secretary of Nyagan city party committee, in 1988 — the first secretary of Uraj city party committee. Since 1990, working as the chairman of a committee of foreign economic relations at Tyumen Oblast Soviet of people's deputies. In 1991, appointed as a constant representative of Khanty-Mansi national region — the Yugra in the city of Tyumen. Of late, combining positions of a deputy head of Administration, and a deputy governor of Khanty-Mansi national region — the Yugra, as well as heading a mission of the said national region — Yugra in the city of Tyumen. In 2001 — a deputy governor of Tyumen Oblast, then again — a deputy governor of Khanty-Mansi national region — the Yugra, heading a mission of the Yugra national region in the city of Tyumen. Since 1991, a sole authorized representative of Khanty- Mansi national region — the Yugra in Tyumen Oblast Duma.Doctor of law, professor at a sub-faculty of a constitutional and municipal law at the Institute of State and Law, Tyumen State University. Since 2002, active as a tutor.
Since 1997, a member of International Academy of Fuel and Energy System, since 2000, an honoured professor of Tyumen State Academy of Architecture and Civil Engineering, since 2003, a member of Academy of Russian Encyclopaedial Dictionaries, since 2004, president of Tyumen regional public organization as to graduates of the Institute of State and Law, Tyumen State University, since 2005, vice-president of Tyumen Oblast Lawyers' Association, since 2006, a member of an academic council at the Institute of State and Law, Tyumen State University, and a council member on defending candidate and doctoral theses at Tyumen State University.
Awarded an order of "Sign of Honour" (1981), an order of Honour (2003), and medals.
