Summary

At present, there is a great deal of various educational and research literature published on Russian constitutional law, though unfortunately as before, we are lacking truly new, creative, and original educational works.

In this connection, a publication of N.M. Dobrynin's manual is quite topical.

Against general background of the like works, the manual by N.M. Dobry- nin stands out for its systemic approach, an unconventional structure and contents. The main feature of the presented manual is its all-embracing nature. Within one work, N.M. Dobrynin attempted to combine everything a student mostly needs under studying Russian constitutional law. At this, the manual by no means competes against existing basic educational books on the discipline, without substitu-ting them. It remains a quality optional educational stuff meant to assist students to be determined about most optimal ways to study the subject.

A problem of selecting best teaching methods regarding one of the principal disciplines in a system of a domestic law education — Russian constitutional law — hasn't been yet unanimously solved. The manual presents a special and new approach by N.M. Dobrynin toward a solution of the said problem.

The author's point, as we see it, lies in the fact that a student is welcome to make use of almost every known method of obtaining knowledge on the discipline. Should he fail to understand questions for self-checking, he is invited to address whether teaching recommendations to study a subject, or a list of normative legal acts, or cases of jurisprudence, or recommended literature, while at the same time, he could make use of a glossary of basic law-terms and notions, and Internet resources, together with a text of a Constitution of Russian Federation supplied with references to decisions of a Constitutional Court of Russian Federation.

Should a student wish to study the subject in a profounder manner, he could address a list of recommended topics in order to get prepared for a discussion at seminars, or get acquainted with brief personalia of main representatives of Russian jurisprudence on a constitutional law. Finally, should a student intend to write a research paper on the discipline, he is invited to consider 65 themes which are interesting, topical, and of a practical value. While to be safely determined about choosing a theme and compiling a plan of a research paper, compo-sing it in due manner, he should be just careful in following appropriate

author's recommendations.

A central (core) place of the presented manual is held by teaching re-commendations to study the subjects. These are quite informative, written in good and clear manner. The main value of the given recommendations though, lies in the fact that they are motivating students toward discussing key questions of the course. Each recommendation contains a certain amount of work on this or that question done in hand, while next, a student is directed to self-working using special literature, sources of law, a material of jurisprudence, etc. This approach should be recognized as quite good, making for development of analytical abilities of future experts, enabling them to create professional skills, working with documents.

One should particularly stress the author's detailed approach toward filling the subject "History of a constitutional development in Russia". Realizing that students often find difficulties in searching for selections of literature, the author places selections of М.М. Speransky and P.I. Pestel into the manual, cites an original Manifest as of October 17, 1905, "ОП improving the state order", together with selections of every former Russian Constitution.

Undoubtedly, such attention to Russian history should be only welcomed. Even from patriotic reasons, one must know that it was not only in the USA and other foreign states but also in Russia that constitutional ideas were subject to discussion even in the early 19th century, though unfortunately, many of those were never implemented.

Despite the fact that the manual is primarily addressed to students, it could also be of use for tutors, since containing a great deal of necessary and interesting information on Russian constitutional law.

Thus, the manual supplies data on prominent public and state figures who made a considerable contribution into development of constitutionalism in Russia, on leading scholars representing pre-revolutionary, Soviet, and contemporary stages in researching a constitutional law, as well as on their basic works.

Each of 25 subjects of the course is supplied with selections of literature. The final part of the manual systematizes basic law-terms and notions dealing with a constitutional legislation and research of a constitutional law in Russia.

Thus, the manual "Constitutional (State) Law of Russian Federation" by doctor of law, professor N.M. Dobrynin could be undoubtedly recommended to students and tutors of law schools and faculties of law, as well as to postgraduates, researchers, representatives of state and local authorities, and all those interested in Russian constitutional law.
